Integrate μPC

This release mainly adds changes for the recent μPC parameterisation which allows stable training of 100+ layer predictive coding networks (PCNs, see the paper). It also adds some functionality related to the experiment of the paper, including new theoretical tools (e.g. computation of the activity Hessian) that can be used to study PCNs.
