Summary
Documents that creating, listing, viewing, and revoking API tokens now requires the Admin role, aligning the RBAC docs with the backend authorization change.

Context
The upstream change tightened authorization on the API token endpoints so that only project admins can create, list, view, or delete API tokens. The dashboard already gated this UI to admins; the API now matches.
