Description
This change was introduced to use Bazel v6.5.0. However, with both Bazel versions (6.1.0 and 6.5.0) involved, one of the bazel-feedstock builds did not complete successfully. As a result, the parent package failed with the error: "Unsatisfiable dependencies for platform linux-64: {'bazel=6.1'}."
