- Windows download tooling: use system curl.
- Diagnostics: send errors/warnings to stderr.
- macOS semaphore timed waits and related tests.
- Local RPC test address selection.
- IDL codegen tools: use built thrift/protoc and remove stale prebuilts.
- Generated IDL config newline fix.
