Allow all users to invite others and update invite page#593

New /invite page — any logged-in user can enter an email and send a signup link. The invite email says who invited them. Admins still get /admin/invite with the full request queue and pending count. Home page: '+ Invite' link shows for all logged-in users. Links to /invite for regular users, /admin/invite for admins (with pending request count).
