docs: add docusaurus-biel to community plugins

Motivation

Adds docusaurus-biel to the Search community plugins list. The plugin adds an AI chatbot and AI search with source-cited answers, powered by Biel.ai. Published on npm as docusaurus-biel.

Test Plan

Docs-only change: one line appended to the Search list in website/community/2-resources.mdx, following the format of the existing entries.
