Clarify in docs that ephemeral verifications are not available in decidim by default

In puzzle/decidim-zuerich#610, it has become clear that activating ephemeral verifications is much more involved than just the simple system panel configuration like the docs claim. This PR aims to at least warn about this complexity, until we can give better guidance or include more of the required code directly in Decidim.
