Includes upstream PRs dbcli#1573 (force-quit), dbcli#1595 (sqlparse limits), dbcli#1596 (PG* env in tox). Also applies ruff format on sqlcompletion.py after dbcli#1595 cherry-pick.

Description
When merging #1560, we lost
PG*env vars in CI. CI is now broken. Let's fix.
