chore: update Astro stack and sync Sysinternals binaries

Summary

• Upgrade Astro to 7.0.2 and Vite to 8.1.0 while keeping js-yaml pinned to the compatible 4.2.0 release
• Update GitHub Actions usage for checkout and refresh the rumdl markdown lint version
• Sync Sysinternals binaries with the current live publishable set, including new dbgviewcli binaries
• Confirm Sysinternals files stay below the 25 MB Cloudflare Pages limit
