Copied the config from https://github.com/e18e/cli/blob/bbb84f5469a77887c5ddec276c8a25a739b9d362/.github/dependabot.yml, adjusted consistent quotes, add cooldown, and set to update in
"monthly"interval instead of weekly as this is a low-activity repo.
