Tagging syntax used per service:
EC2 tag-specifications, Lambda map format, IAM tag-role, S3 put-bucket-tagging,
ECS/ECR lowercase, MQ/Grafana/KVS/MSK JSON map, OpenSearch add-tags, etc.
Based on feature/non-interactive (tagging needs non-interactive as prereq).
