leetcode-study외 저장소에 Week 경고 댓글을 작성하는 버그를 수정합니다.projects_v2_itemwebhook에는payload.repository필드가 없어 상위 저장소 필터를 우회하고 있었고,/check-weeks엔드포인트에는repo_name검증이 빠져 있었습니다. 두 핸들러 모두ALLOWED_REPO상수로 검증하도록 수정하고, 회귀 테스트와 테스트 자동화를 위한 CI 워크플로우를 추가했습니다.
