Same pattern as Settings — replace the 8-tab horizontal scroll bar on the Admin Panel with collapsible sub-navigation items in the sidebar. - Admin is now a collapsible group with chevron toggle (super admin only) - 8 sub-items: Overview, Workspaces, Abuse, Activity, Beta Users, Licenses, Marketplace, Review Queue - Each section gets its own URL (/admin/:tab) instead of local state - Auto-expands when navigating to any /admin/* route - Collapsed/tablet mode falls back to single Shield icon - TopBar shows per-section title - AdminPanel simplified: removed tab bar, header, useState - Removed unused icon imports from AdminPanel
