Russian localization fix#9

To compile correctly in GXT, you must use the latest version of the GXT Compiler. All the necessary files and the script are in the ‘russian’ directory.

Description
As is well known, the developers did not manage to finalise the Russian localisation in the original reVC repository.
In this pull request, I decompiled the Russian localisation from the reVC repository, converting it from the gxt format to the txt format. I added any untranslated lines and corrected some errors and typos.
I have also added a few text additions, such as the storm warning at the start of the game.
No major changes have been made, and nothing unnecessary has been added.
To compile or decompile the text, you must use the latest version of the GXT compiler.
As I am unsure how this version of the programme will handle the current localisation files, it was decided to create a new directory.
All localisation changes can be viewed in the repository.
