Keep the Hardhat specifier in sync
With this lockfile-only change, pnpm install --frozen-lockfile in testutil/testchain now fails before installing because the importer records hardhat as ^3.0.7 while package.json still declares ^3.0.6 (verified with pnpm 10.28.1, which reports ERR_PNPM_OUTDATED_LOCKFILE). CI commonly runs pnpm with frozen lockfiles, so this dependency bump would break fresh installs unless the specifier is reverted here or the manifest is updated as part of the same change.
