Should HomepageUrlCheck ignore internal redirects?

This seems unhelpful. I suggest ignoring all internal redirects, or at least root-to-path/deep-link redirects. Thoughts?

I think maybe specifically root-to-path/deep-link, yes, but not otherwise.

e.g. I can imagine some /legacy thing being redirected elsewhere.

Redirects are implicitly temporary; even perm redirects are temporary when you consider that it's a byproduct of refactoring, not something any dev wants to maintain for decades.

Thus I'm opposed to silencing this. If there was a way to say "only report this after a month", I'd agree w/ the limit.

^^^ I say that for the permenant case. Stuff that changes https://example.com/foon -> https://example.com/foon/ is admittedly noise, but I suspect handling that edge case is far more of a PITA and fragile code than it's worth.
