codelists: Re-order (sort) codes

In order to improve the readability of the codelists we will sort the CSVs alphabetically.

We will do it just before the 1.2 release in order to prevent unnecessary merge conflicts.

Moving from #1157

Some codelists have a chronological order (status codelists) or other logical order (e.g. method is ordered by degree of openness). The documentType codelist is also sorted by Category (which should have been removed when resolving #388, I'll create a new issue) and Section.

In this issue, we should describe the appropriate order for each codelist.

I've suggested appropriate orderings below. I'm assuming that in all codelists, deprecated codes will first be moved to the end of the list and then ordered in the same way as the other codes.
