Config to enable / disable creation of "note to self" for new users

Which Nextcloud Version are you currently using: 33
Is your feature request related to a problem? Please describe.
In some settings (e.g. a customer portal) it is not desired to have users have a "note to self" conversation in Talk.

It would be nice to have a config option as an admin to decide whether "note to self" is created for new users or not.

Only the default creation, or would you want to hide the feature completely and also not allow creating it via Message … menu > Note to self

For our concerns, it would be completely sufficient to address only the default creation.
