Update form border style to FixedSingle

Changed the `FormBorderStyle` of `TimestampServerManagementForm` from `FixedDialog` to `FixedSingle` to adjust the form's appearance and align with the application's design requirements. This change modifies the border to a single-line style instead of a dialog-like border.
