Update Trusted Signing Dlib tools from 1.0.68 to 1.0.95 and migrate to .NET 8.0 and modernize codebase

- Removed .NET 6.0 dependencies and updated runtime to .NET 8.0.
- Recompiled assemblies to target .NET 8.0, including binary updates.
- Removed unused assemblies and legacy runtime features.
- Added `Microsoft.Extensions.DependencyInjection.Abstractions.dll` for DI support.
- Disabled unsafe binary serialization for improved security.
- Improved performance with optimizations in string and buffer handling.
