Current behavior
It seems as though people are not noticing that there are changes requested on their community library submissions. (Not getting back to us with updates or re-submitting). Hypothesis - sending an email will improve turnaround time.
Desired behavior
Send an email on either approval or changes requested, using existing strings and details of the note from the LE admin team (currently @marcellamaki, @rtibbles and @lauradanforth)
