Two different shortcuts to remember for VS Code Copilot and Github Copilot

- Either make enqueue the default behaviour
- OR, give a quick menu selector to Send immediately, Enqueue or Steer
- OR, allow configurability (I don't want to change my VS Code shortcuts)
