CONTRIBUTING.md

Please adhere to these rules in your PR:

1. You must be a UW CSE student. Undergrad or grad.
2. The project should have code in it. Repos without code will not be accepted.
3. The PR should have a brief description of the project. Please keep it to up to a short and sweet sentence.
4. One PR per new project addition.
5. You can link to whatever profile page in the Author column - Github, Twitter, Website.
