fix(ci): update Playwright to v1.59.0

Update both playwright-ruby-client gem and Playwright CLI to v1.59.0
to ensure version compatibility.

The playwright-ruby-client v1.58.1 had COMPATIBLE_PLAYWRIGHT_VERSION=1.58.2
but both installed browser version 1208, while the gem expected version 1217.

By upgrading both gem and CLI to v1.59.0, we ensure proper browser
version alignment.
