Move hook to reference in BULP content

We can and should talk more about this, but I think that the hook that is leveraged by BULP to display content:

r_before_closing_container_inner

should be moved to the page template and not live in the footer.

Thoughts?

We probably can't move the hook without causing plenty of issues in existing sites.

Maybe BULP could simply use a different hook? Or perhaps it should just have it's own actual custom page template? I believe right now it it is a sort of faux template
