[DOC] missing trailing slash messes-up doc

Google redirects to https://repronim.org/neurodocker instead of https://repronim.org/neurodocker/ which breaks the docs (css and relative links).
Not sure if that is to be fixed at web server level or else.

It looks like the docs use relative asset URLs (_static/...) that resolve against the domain root when the browser is at /neurodocker (no slash). I tried a Netlify redirect, but /foo and /foo/ are normalized to the same path for redirect matching, so a 301 loops.

Netlify staff recommend an HTML <base> tag. A universal <base> breaks subpages (their ../_static/... URLs resolve UP past the base), so it has to be applied only on the index page:

I verified this change locally — index renders at both URL forms, subpages unchanged. I will submit a PR shortly from my branch lobennett/neurodocker:fix/trailing-slash-index-base-tag.
