[v13.0.0-beta.0] Rect elements used to indicate workspace focus are missing

Description

The rect elements with the classes blocklyWorkspaceFocusRing and blocklyWorkspaceSelectionRing are missing. These were previously used to indicate that the workspace had general focus, and that the workspace itself, rather than a block, was selected, respectively.
