Description

Navigation in blocks with a vertical / non-inline layout is confusing.

I would expect that the right arrow in such blocks should visit every block input, and that down would move the next statement position. Instead, right only visits the inputs on the first 'row' and down moves to the next 'row'. Please see video below.

Talked with Rachel and this is the intended behavior; some folks are going to be confused either way. If right wraps, it's weird that hitting right moves you down; likewise I can see how this behavior might seem odd if you expect right to traverse fully within a block. This can be customized (with varying levels of pain) by implementing a custom Navigator subclass and setting it as the navigator for your workspace.
