locale: add translations for the "scrollbar" UI option

- Add localized strings for `scrollbar_option_title` and `scrollbar_option_description` across multiple languages.
- Provide translations for Bengali, Hindi, Italian, Spanish, Arabic, French, Polish, Russian, Japanese, Korean, Turkish, and Chinese (Simplified).
- The new strings describe the desktop-specific setting to show scrollbars in scrollable lists.
