docs: Add full-text search filters and word breakers documentation (#36767)

- Rename full-text-index-version-1-binaries.md to full-text-index-binaries.md
- Shorten title and H1 to 'Filters and word breakers'
- Reorganize introduction into bulleted lists for clarity
- Add tabbed layout (Version 1 / Version 2) for filters and word breakers
- Fix missing comma in JSON override sample in view-or-change-registered-filters-and-word-breakers.md
- Add stemmer known issue to sql-server-2025-known-issues.md
- Update cross-reference links and TOC entry to match new filename and headings
- Configure redirection from old URL to new URL
- Update ms.date and link text in change-the-word-breaker-used-for-us-english-and-uk-english.md
