NRSC5 support #1744

Feature description
NRSC5 is a digital codec that's usually played alongside FM radio stations (but can also be used in other places: for example, AM radio). It's also known as an "HD" mode in, for example, car radios. NRSC5 allows for streaming up to 4 separate audio streams at a time as well.

libnrsc5 is a GNU GPLv3 licensed library handling NRSC5, and AFAIK the only (free) one. I am asking to have NRSC5 support so I can use the nice interface and settings of SDR++ with the (mostly) higher-quality NRSC5 radio streams alongside the FM radio stations.

Here is what the NRSC5 streams look like next to the analog signal. The two blocks on the left and right are the two NRSC5 stations. The left is stream 1, the right is stream 2.
