In addition, the dialog can say what the buttons mean:

unavailable: no one answered the phone and you were unable to leave a voicemail
voicemail: you successfully left a voicemail
contact: you spoke to someone

Add (i) icon to split district warning in rep_list_view.xml that, when tapped, shows a dialog explaining:

1. That the split district warning means the House rep shown might not be theirs (use zip+4 for accuracy)
2. What the outcome buttons mean: "unavailable" = no answer and couldn't leave voicemail, "voicemail" = successfully left a voicemail, "contact" = spoke to someone
